INVITATION TO TENDER
Rethink Ireland wishes to invite tenders from suitably qualified and
experienced consultants to support the financial and governance
compliance review of our applicants and awardees.
INTRODUCTION
WHO IS RETHINK IRELAND? Rethink Ireland (previously Social Innovation
Fund Ireland) supports the most innovative non-profit organisations
working in communities across the country. We believe that a team e
ort is more e ective than working alone. So joining forces with the
Government, companies, families, individuals and foundations, who
understand, as we do, that lasting change demands new thinking, is how
we do business.
Together we create funds to help innovations rise to the challenges of
our most pressing social and environmental issues. Our cash grants and
business supports enable social innovations to develop and maximise
their impact. This is our venture philanthropy model.
The groups we support and the donors who support us don’t just think
di erently. They act decisively on their ideas to build a more equal,
just and sustainable Ireland.
WHAT WE DO – FINDING THE BEST PROJECTS. We partner with
not-for-profit organisations and the Government of Ireland to create
issue-based funds. Following a rigorous selection process, we select
the best and most innovative social projects that meet the fund’s
criteria. All awardees receive a mix of cash grants and a programme of
supports such as theory of change development, strategic/business
planning, communications advice, impact measurement, and access to
networks.
HOW WE DO IT – SUPPORTING THE BEST PROJECTS. Backing social
innovation requires two key elements: the right amount of funds,
structured in the right way, at the right time; and building skills
that focus on growth. Rethink Ireland recognises that it takes a di
erent skill set to grow innovation than to invent and develop it.
Therefore, we provide a funding model that includes mentoring and
support. The support may take the form of one-to-one support or a
workshop/webinar format with a number of Rethink Ireland’s awardees.
WHY WE DO IT - SUSTAINING AND SCALING THE BEST PROJECTS. Awardees
access finance and supports to enable them to make a step change in
their projects. We provide consultancy support to awardees to increase
their ability to deliver sustainable social impact at scale.
KEY ELEMENTS OF THE ROLE
Rethink Ireland invites proposals for consultant support for its
financial and governance compliance reviews of our applicants and
awardees. This work includes supporting us with stage 1 and stage 3
reviews of applicants during the selection process. They will also
provide us with a quarterly analysis of our portfolio, providing us
with information on timely filing with the CRO and provide an update
on the regulatory status with the CRO and Charities Regulator. The
output of the quarterly review is used by fund managers to start
conversations with awardees for the purpose of revisiting their
compliance before we proceed with grant payments. Bearing in mind the
size and the level of development of each organisation, we aim to
encourage better compliance in the sector, good governance, and
transparent financial reporting. We must also ensure that we limit the
risk of non-performance relative to the scale of our investment in
each awardee.

Please use “Financial and Governance Compliance” as the email
subject line. All tenders should be limited to 3 pages and includes
the following documents:
* Relevant knowledge, experience and motivation
* Financial proposal, including VAT. Daily rate must be specified.
Travel cost must be included in the daily rate.
* Two referees
* Insurance details
* Tax clearance certificate
* Highlight potential conflicts of interest
